FRANKFORT, Ky. (Aug. 1, 2014) – The Energy and Environment Cabinet’s (EEC) Division of Waste Management (DWM) is calling for grant applications for three wastemanagement programs: waste tire recycling and disposal; the cleanup of illegal dumps; and the cleanup of litter along public roads. “These grant programs provide much-needed funding to local governments,” said EEC Secretary Len Peters. “The illegal open dump program has been very successful, cleaning up 1,583 illegal dump sites since its inception in 2006. “The Litter Abatement Grant program is a very simple and efficient way to help the scenic cities and counties of the Commonwealth ensure that their roads remain litter-free,” added Peters. “In fact, since 2003, the state and local governments have cleaned up 2.2 million miles of roadways.” In addition, nearly 743,000 tires have been recycled since 2010. Waste Tire Recycling and Disposal Kentucky counties can now apply for $4,000 in waste tire recycling and disposal grants that are funded by the Waste Tire Trust Fund. “Eligible expenses under this grant are the actual costs that the county incurs during the grant period for recycling or disposal of waste tires,” said Gary Logsdon, manager of DWM’s Recycling and Local Assistance Branch. “Other expenses, such as labor and equipment costs, are not eligible.” Eligibility for the 2014–2015 funds requires the state-approved closure of the county’s 2013-2014 waste tire grant. The grant period is July 1, 2014 through June 30, 2015. Costs incurred by a county beginning July 1, 2014, are eligible, even prior to the signing of the 2014-2015 grant agreement, if the county submits receipts for those costs when it sends in its close-out report form by July 15, 2015. Counties must submit grant applications no later than Aug. 30, 2014. Once signed, the counties will have until July 15, 2015 to demonstrate accountability by submitting the proper expenditure receipts and reports for the grant money. The waste tire grant does not require a match. Any unused funds must be returned to the Kentucky State Treasurer. The grant packets are being sent by email to county judge-executives and solid waste coordinators. Cleanup of Illegal Dumps County governments can also now apply for funds to clean up illegal open dumps. Grant applications will be ranked based on three factors: location of the dump relative to sensitive receptors or protected areas; the relative hazard posed by the contents of the dumps; and the size of the dump. In the event that sufficient funds are not available to award every request, grant awards will be prioritized based on these rankings. Grant funding comes from the Kentucky Pride Fund and is underwritten by a $1.75 per ton fee on municipal solid waste disposed of in Kentucky’s contained landfills. Applications must be received by Lisa Evans at the Division of Waste Management by Monday, Nov. 3, 2014. The complete, signed original application and any supporting documentation must be submitted in order for the application to be complete. Each grant requires a 25 percent local match. Litter Abatement Grant requests for the cleanup of litter will be accepted from counties in compliance with their five-year solid waste management plans and from incorporated cities which, by solid waste ordinance or other means, provide municipal solid waste collection service. The Litter Abatement Grant program is supported by the Kentucky Transportation Cabinet’s Road Fund and Highway Construction Contingency Fund. Grant requests must be received by Lisa Evans at the Division of Waste Management no later than 4:30 p.m. on Monday, Nov. 13, 2014. The signed original agreement and any supporting documentation must be submitted in order for the request to be complete.
